According to the Financial Times, citing multiple diplomats, Saudi Arabia proposed on May 14 establishing a non-aggression treaty among Gulf states and Iran as part of post-conflict discussions on managing regional tensions. Saudi officials are considering the 1970s Helsinki Accords, which eased Cold War tensions in Europe, as a potential model. Diplomats noted that while Iran is expected to emerge weakened from the conflict, it will remain a threat to neighboring states.
