According to CCTV News, the European Union failed to reach consensus on a 21st round of sanctions against Russia on July 12. This marks the second unsuccessful attempt in as many days, following the EU member states' ambassadors' failure to agree on the same package during talks on July 10. The EU presidency has been in intensive negotiations with member states, but after a full day of talks on July 12, no agreement was reached.
