Russia Passes Landmark Crypto Bill, Allows Retail Trading With $3,900 Annual Limit on Tuesday

According to The Block, Russia's State Duma passed a landmark crypto bill on Tuesday, July 21, allowing regulated retail investors to trade major cryptocurrencies including Bitcoin (BTC), Ether (ETH), and Solana (SOL) through government-licensed intermediaries. Retail investors must pass a knowledge test and are subject to a purchase cap of 300,000 rubles (roughly $3,900) per year per intermediary, while qualified investors face no purchase limits. The legislation establishes a registry for crypto exchanges, custodians and brokers, with most provisions expected to take effect on September 1. The measure still requires approval from Russia's Federation Council and President Vladimir Putin's signature.
