According to Galaxy Digital, the CLARITY Act's passage odds fell to 50% as of late June 2026, down from 75% in May, with the Senate facing an August 7 recess deadline roughly 25 calendar days away. The Digital Asset Market Clarity Act requires 60 votes to clear cloture; Republicans hold 53 seats, meaning leaders need approximately 7 Democratic crossovers. So far, only Sens. Ruben Gallego of Arizona and Angela Alsobrooks of Maryland are confirmed supporters, leaving about 5 additional Democratic votes still needed. Complicating negotiations, a financial disclosure revealed crypto business entities tied to President Trump and his family generated $1.4 billion in income in 2025, triggering Democratic concerns about ethics language alongside the bill's regulatory framework. A new CLARITY draft is expected as soon as next week.
