OpenAI Releases National Security Principles Defining AI Use in Government and Defense

OpenAI released national security principles on July 9 defining the boundaries and usage rules for collaboration with governments in national security and law enforcement. According to PANews, the principles will apply to existing and future partnerships with agencies including the U.S. Department of Defense, and prohibit use of its technology for large-scale domestic surveillance, commanding autonomous weapons systems, and high-risk automated decision-making. OpenAI has already established "trusted access" collaborations in cybersecurity and biosecurity with the U.S. and allied nations, including partnerships through the Daybreak program with multiple countries' cybersecurity agencies and access to the GPT-Rosalind biosecurity model for select government institutions.
